Committee Management

If you’re interested in sitting on a committee or caucus, please fill out this form

FSA members sit on a number of committees across BCIT. Some of these committees are FSA committees and some are BCIT committees to which FSA members are either appointed or elected. There are also FSA-BCIT joint committees that are required under the BCIT-FSA Collective Agreement. Below you will find a list of committees; there are, of course, many more committees at BCIT that the FSA does not play a role in creating, governing, nor appointing members to. Information for those committees can be found through BCIT.

The FSA also appoints members to committees through our affiliations with the BC Federation of Labour and the Canadian Association of University Teachers.

Every effort is made to keep the list of committees up-to-date. If you see any errors/omissions or are interested in finding out more about how FSA members can participate in these committees, please contact the FSA.

 

Current Committee Call Outs

Joint Occupational Health & Safety Committees - Burnaby Campus (Open Until Filled)

BCIT has reformed its Joint Occupational Health & Safety (JOHS) Committee model for the Burnaby (BBY) campus. No changes have been made to the other JOHS committees (DTC & CARI) for which we have FSA appointees. These committees are required under Worksafe BC and are an integral part of BCIT’s Health & Safety commitments. The time commitment is approximately 3-5 hours per month (meeting prep, meetings, and any related tasks such as inspections/investigations) and a one-time 8-hour training. Members are also entitled to 8 hours of training per year after the initial training.

We are looking for FSA appointees for the following BBY JOHS committees. Please email us if you are interested and tell us (in just a few sentences) why you would like to be appointed and which of the following committees you are interested in. Preference for appointments will be given to members working within the area that the committee covers.

  • School of Transportation (1 appointee, 1 alternate) – We still require an alternate for this committee.
  • School of Energy (2 appointees, 1 alternate) – We still require an alternate for this committee.
  • Student Services & Registrar’s Office (2 appointees, 1 alternate) – We still require an alternate for this committee.
  • HR/ITS/Library/LTC/MarCom (2 appointees, 1 alternate) – We still require an alternate for this committee.
  • Burnaby Campus – Coordinating Committee (2 appointees, 1 alternate) – We still require an alternate for this committee.

If you’re considering applying for management, please do not participate in the selection committee process in any way.

Bargaining Committee

Bargaining Committee (Round 19)

The Bargaining Committee, or Team, is struck for each round of bargaining with BCIT. The terms of reference are under FSA policies.

Collective Agreement Committee

This committee is struck by the FSA in the lead up to each round of bargaining. The terms of reference for the committee fall under FSA policies.

The Round 20 CAC was selected by the FSA board in summer 2024 and is working to prepare for the expiration of the current Collective Agreement on June 30, 2025.

Caucus for Applied Research and Advanced Studies (CARAS)

The caucus developed out of a series of consultations with FSA members who do research at BCIT. Following the consultations we distributed a survey to members that led to the formation of the caucus by the FSA board of directors. The inaugural CARAS meeting took place on June 8, 2016.

Caucus on Part-Time Studies (COPTS)

The FSA created the Caucus to provide input in how the FSA incorporates members in Part-Time Studies (PTS) into its work. The Caucus also provides guidance to the FSA about how to enhance participation by members in PTS in the FSA and it allows participants to work together to articulate their interests to the FSA and, through the FSA, to BCIT and other stakeholders who influence Part-Time Studies at BCIT.

Equity Caucus (EC)

The FSA created the Caucus to provide input in how the FSA incorporates equity into its work and implements the FSA Equity Policy. The Caucus also provides guidance to the FSA about how to enhance participation by members in who are part of equity-seeking groups in the FSA and it allows participants to work together to articulate their interests to the FSA and, through the FSA, to BCIT and other stakeholders who influence BCIT.

Investment Committee

This committee is subject to terms in the FSA policy: Investment Committee Terms of Reference.

Internal Audit Committee

This committee is subject to the FSA Policy: Audit Committee Terms of Reference.

FSA-CUPE Bargaining Committee

This committee is struck by the FSA board prior to each round of bargaining with its CUPE staff. It is subject to the FSA policy – Staff Bargaining.

 

FSA-BCIT Committees (As per the Collective Agreement)

FSA members on these committees are FSA appointed unless otherwise stated. 

Academic Advisory Committee (Memag 16FSA15)

Formed Feb 2016. Advises Registrar’s office on appropriate English language competency for student admissions to Institute programs falling under FSA jurisdiction. In effect through term of current collective agreement (2019).

Departmental Selection Committees (Article 5.2.3)

Article 5.2.3 of the Collective Agreement outlines the process for these committees used to hire FSA members within a Department (see Article 5.2.5 for Part-Time Studies).

Departments form these committees and members are  selected to serve as per Article 5.2.3.2. The FSA does not track who serves on these committees. The Departments are responsible for tracking this information. The Union may, as per Article 5.2.3.2.1, sit as an observer on the Selection Committee.

Institute-wide Placement Committee (Article 11.1)

This committee is responsible for recommending alterations to the criteria for initial placements, action on employee advancements, action on applications and appeals with regard to placement or advancement on the salary scales and action on AI and Tech staff promotion to faculty.

Please read Article 11.1 of the Collective Agreement for more details.

The committee meets approximately 4 times a year.

Instructional Development Committee (Article 10.2.4)

You must be a Faculty member or an Assistant Instructor to sit on this committee.

The committee manages and directs funds in support of instructional development activities that relate to the improvement of teaching & learning. They reviews & vote on funding applications to this end.  Please also refer to Article 10.2 – Instructional Skills Development of the collective agreement.

FSA Representation: One Faculty or Assistant Instructor from each of the following general areas:  Business, Engineering, Electronics & Computing, Health, Academic Studies, Student Services & Educational Support, One PTS Instructor, one Director.

The committee meets twice a year and regularly liaises via e-mail to vote on grant applications that arrive on an ongoing basis.

ITS Reclassification Committee (Memag 08FSA26)

The Terms of Reference for this Committee are specified in Memoranda of Agreement 15FSA22 & 08FSA26.

Your role on the Committee will be to assess applications for reclassification from members within the ITS department, and to render decisions on those applications.

Meets approximately 3 or 4 times per year.

Joint Benefits Review Committee (Article 16.13)

The Joint Benefits Review Committee reviews benefit plans included MSP, extended health, dental, group life, accidental death & dismemberment, LTD, employer & family assistance and any other benefit plans agreed to by the principals.

Joint Labour Management Committee (Article 2.2)

The Joint Labour Management Committee includes representatives from the Union and BCIT that meet regularly to discuss matters of concern to either party. The current FSA representation is composed of members of our labour relations staff team.

There are nine JOHS committees that cover the Burnaby campus. These are committees of employee and employer representatives who meet monthly to discuss and make recommendations regarding occupational health & safety topics affecting the workplace.

The current appointees are:

You must be Regular Faculty in the School of Computing and Academic Studies to sit on this committee with the exception of Faculty in Computing who are served by the Engineering PD Committee.

PD Committee members assess proposals submitted by eligible employees, decide which applications merit approval, and ensure compliance with Article 10.5.4 (Assessment Criteria). Funding is awarded to applications that satisfy Article 10.5.3 (Eligibility, General Criteria and Requirements) providing sufficient funds are available.

Performance Development System (PDS) Steering Committee (Article 13 + Related Memag)

This committee makes decisions on recommended changes to the Performance Development System (Article 13). The Performance Development System Co-ordinator  reports to this committee.

The committee meets approximately 6 times a year (every second month).

The PDS Steering Committee is actively seeking interested FSA members to participate.

Rehabilitation Committee (Article 9.3.11)

This joint committee, made up of FSA and management appointees, reviews short and long-term disability reports, making recommendations to the employer regarding accommodations and working with employees on graduated return-to-work plans.
